Can you help me with my problem?

Ok, so my sister has this puppy(nine months old) that my mom adores, and every time the pup does some thing bad(like chewing up a pacifier) and my sister s the pup(its a chihuahua) my mom goes "Did she beat you? Its ok. Don't worry." She just keeps pitying the pup. What should I do?
