Should housing ociations level concrete floor in a basement flat before you move in?

ive moved into a housing ociation property and after purchasing laminate flooring i have found that the floor is not fully level.there is a dip in the corridor that would mean the flooring would come apart when laid. in the other rooms there are slight bulges and raised cement remains on the floor. Is there a law where they have to level the floor before anyone moves in?
