Is it possible to have cradle cap on baby's face?

My baby is eight weeks old and has had cradle cap for few weeks now. He also has white stuff on his face; especially around his eyes and nose. He is also congested. He has been on regular Infamil. The doctor told me to change to Infamil LactoFree. It really did not help that much. So we change to Infamil Soybee. Well, his face actually look a little worse than when he was on LactoFree. Does anyone have the same problem with your baby's face? Is it normal for him to have that white stuff on his face? Is is part of the cradle cap?
