My fiance is in the army and is deployed right now in afghanistan?

he comes home in april for a two week leave and we were thinking abut getting married at city hall. although This is the state he signed up for the army in this is not his base state would i have to move to the base here until he got back or could move to his "home" base... or do i even have to move on to a military base at all and if so what are the ups and downs of living on base??
